He specializes in helping mission-driven organizations navigate change, align policy and strategy, and strengthen internal capacity. Joe's approach blends analytical rigor with empathetic leadership, offering trusted guidance in complex, high-stakes environments. He has led strategic initiatives in electric power and transportation sector decarbonization, climate advocacy, and clean energy innovation, and is known for his ability to build team consensus and support effective leadership transitions.
Joe has held senior roles at the Georgetown Climate Center, Bipartisan Policy Center, U.S. Environmental Protection Agency, Resources for the Future, and the White House Council on Environmental Quality. He holds a Master of Public Policy from UC Berkeley and a B.A. in government and economics from Cornell.
